Running public service organizations that is used in government and public service institutions and agencies, at both sub-national and national levels is a major area of research in public policy in the era of globalization. Thus, the aim of this paper is to probe relationships between new public management and the process of globalization. It argues that the emergence of NPM is the consequence of parallel processes that could be summarized under the rubric of globalization. The core of these developments could be seen the victory of economics over politics, the introduction of market forces and flexibility into the public sector, and decentralization. Having discussed NPM practically and conceptually the paper concludes that structuration is a useful method of analyzing the interaction between globalization and the implementation of NPM, by assuming that there is a persistent process of interaction between structure and agent and that structures themselves ever-changing.

One of the important challenges of public sector managers is the ability to manage destructive behaviors such as organizational flattery that can negatively influence attitudes and perceptions of human resources. The present study is conducted to understand the phenomenon of organizational flattery. The research methodology is qualitative and based on the grounded theory. The sampling was conducted using theoretical sampling and using purposive and snowball sampling techniques. Based on this, 20 interviews were conducted with the experts of public sector organizations. Analysis of the data obtained from the interviews during the open, axial and selective coding process, resulted in a formal organizational pattern based on the grounded theory in six areas: (1) casual conditions (profitable and low level of skills and abilities of manpower), (2) main phenomenon (Organizational flattery), (3) interventional conditions (leadership style and personality traits), (4) context (organizational culture and organizational structure), (5) main strategies (lack of transparency in organizational processes and weaknesses in meritocracy) and (6) Main Outcome (Social Capital weakness and Increased Negative Behavior in the Organization).

In this paper, the author to evaluate the public trust in public sector organization including all customers in public sector organization in Firouzkoh city. The statistical population is chosen based on a simple random method. The sample volume will determined by margin table and their opinion will be measured by a questionnaire. This questionnaire includes some questions provided by which the clients opinion will be measured as commitment to ethics, equity behavior with clients, responsiveness, social responsibility, clearness and appropriate information and efficiency in service delivery in public sector organizations. For the validity of tool, a verdict method and for the reliability of the tools, Cronbach Alpha method is used and the result is equal to 89%. To examine the research questions, twosection nonparametric method and Spearmen coefficient by a significant level of 0.The results of collected information analysis indicated that there is a relationship between performance index, public trust and organization performance of public sector isn’t more than medium limit in all performance areas.

This research by reviewing literature on economic security concludes the insufficiency of economic security models and improves them by economics of law and economic development theories. And from the constitutional point of view, theorize duties of the public management for higher private sector participation for the trend of economic development and show its' legal instruments. Determinants of this idea, introduces the public sector socioeconomic expectations from the private sector. Retrospectively, private sector numerate his economic rights' expectation for the public managers in securing three groups of (security, competition, developmental) rights originated by some interpretation of the Islamic Constitution of Iran. Measuring the amount of mutual satisfaction in a national agreement context, can be performed both from the view point of the public and private sector, but in this research we are confined to the evaluation of the private perception of the public sector management. Then based on the designed model, relative perceived satisfaction from each instrument (educational, executive, reformative) in each of expected rights (security, competition, developmental), in each public demand from the private sector ( i.e. consumption, production and investment)' is evaluated. And concludes to what extend the government should invest on (legal- instrumental) controllable variables to attract more private sector participation in social economic development.

For over three decades, we are witnessing the use of private sector management tools and models in the public sector. The use of these models and tools has brought criticism among writers and thinkers. Critics believe that the distinction between the public and private sector limits the compatibility of this tool in the public sector. Accordingly, the main question of the present research is that, given the recent developments in the state sector, and in particular the emergence of a new government, which one of the differences between the public and private sectors remains and What is the consequences or potential effects of these clean ups on strategic management in the public sector? In this research, library and survey methods have been used to collect data. For analyzing and interpreting the data, in addition to the statistical inference method, the consensus group technique has been used. Research findings show that the underlying differences between the public sector and the private sector lead to a difference in the process and content of public strategic management in relation to the private sector, and for its successful implementation, managers must develop a leadership style that involves more citizen participation.

This article tries to study the revealed events while presenting a picture of the situation of the road transport sub-sector to address the issue of public finance policy in this sub-sector. Evidence suggests that in the current structure of the institution in charge of road transport policy and planning, the cost of transportation in the country and transit risk compared to global values ​​due to lack of integration and coherence in decision-making and policy-making is high. In comparative terms, although the overall quality of infrastructure and the quality of roads in Iran is almost the same as the average number of Islamic countries, but in comparison with countries such as Malaysia, Qatar, Turkey, Azerbaijan, Saudi Arabia, Oman, Kuwait, Indonesia rank Has a lower. Also, in terms of logistics performance index, Iran, with a rank of 64, has a lower position than the mentioned countries. Therefore, considering the special circumstances prevailing in the country (the issue of intensification of sanctions and economic recession), it is necessary to implement the revised solution in the public finance of the transportation sector (both public and private) as an urgent and immediate action in the country. . In addition, it seems that the category of general road transport expenditures in the country based on the policy in the two areas of management and development of road transport is possible and can be implemented.

Purpose: The purpose of this study is to show how audit research has developed and to identify avenues for future research in the field of auditing. The direction of public sector audit research has changed rapidly in the last four decades.Methodology: To write this article, a review of articles published in domestic and foreign journals has been used. The research sample includes articles on public sector auditing that were published in accounting and public sector management journals between 1991 and 2020 for foreign journals and between 2001 and 2021 for domestic journals.Results: The results of the study show that researchers' interest in public-sector auditing has increased and the scope of the research has expanded.Therefore, it can be argued that this issue represents a transformation in the public sector in recent decades, due to the development of the institutional logic of public sector reforms, from traditional public management to modern public management.Conclusion: This article provides a comprehensive review of the public sector audit literature and discusses different perspectives over time. Also, the various reforms of the public sector presented during the study period are explained, and finally, by identifying the research gaps, research proposals will be presented.Contribution: The findings of this research enrich the research literature on public sector audit and its results can be used by the state supreme audit Court.
